Cash America International, a pawnshop operator and payday lender, said Monday that it will pay about $102.5 million to buy the 41-store Top Dollar Pawn chain in Texas from Waco-based TDP Superstores Corp.

Daniel Feehan, Cash America president and CEO, said the acquisition will allow the company to expand more. Top Dollar Pawn has only pawn lending and related services, Cash America said. The deal should close in the third quarter.

#x201C;This group of 41 stores allows us to grow our presence in many of the key markets in Texas where licensing restrictions exist,#x201D; Feehan said in a statement.

Top Dollar Pawn has 15 Houston stores, 13 in Dallas-Fort Worth, five in San Antonio and eight in Central Texas. As of Dec. 31, it had about $14.6 million in pawn loan balances, Cash America said.

Cash America has 828 locations in 22 states, including 257 in Texas. In addition to Cash America Pawn, it operates under the names SuperPawn, Cash America Payday Advance and Cashland, as well as 91 check-cashing centers called Mr. Payroll.

The City of Jeannette may have reached a crossroads in its efforts to halt a financial spiral that threatens to wreck the city and force the state to take over fiscal control, according to assessments by city officials.

City solicitor Scott Avolio said Jeannette still needs to raise cash either through a bond refinancing or taking out a long-term loan in order to pay off current and future debts.

City Clerk Mike Minyon Jr. has made strides in reducing the citys debt by paying off the remaining $164,000 to last years police pension payment in August. He paid $220,000 in bond and loan obligations.

The Fraternal Order of Police, which represents the citys dozen police officers, has agreed to 5 percent pay cuts and will allow the city to hire part-time officers to help reduce overtime costs. The citys firefighters agreed to a 5 percent pay cut.

The city is hoping to refinance a bond issue to raise cash but may have to seek a long-term loan to meet its future obligations, Avolio said. The city ran into a roadblock with the refinancing and hopes to raise between $250,000 and $400,000 in badly needed cash. If the bonds cant be refinanced, Avolio said another option is to borrow between $900,000 and $1.5 million from a bank. He said the loan may be more advantageous than a refinancing because the interest on the loan would be less than the interest the city pays on the bonds.

But the 800-pound gorilla in the room is how the city is going to find the money to pay more than $235,000 in damages and legal fees to businessman Frank Trigona, who won a judgment against the city after a lawsuit.

“If we do not have the funds to pay that judgment, that could be the trigger to petition to the state for Act 47,” Avolio said. “Its on the simmer. Its getting to a boil.”

Act 47 is the Pennsylvania Distressed Municipalities Act, which allows state oversight of financially troubled municipalities. Before the city could enter the program, the state would have to conduct an investigation and decide whether to place Jeannette under Act 47. The city is in pre-Act 47 status and is working with a state consultant trying to avoid the classification.

After Trigona won the judgment, a bank filed a garnishment against Trigona seeking repayment of a loan he received but defaulted on. Even if the city had the cash to pay Trigona, its unlikely he would see any of the funds because of tax and other business-related liabilities.

Councilman Bill Bedont, who oversees the budget, is more optimistic than Avolio.

He said if the city reaches the same revenue projections this year as it did last year, finances will be in “pretty good shape.”

“We are $250,000 and change ahead of where we were last year but expenditure-wise, we are about $350,0000 overspent compared to last year. So net, were 100 grand from last year,” Bedont said. “With what we have in the general fund right now, and if we would be on target with last years revenue and expenses numbers, we should be in pretty good shape. Im an eternal optimist. Id like to say well break even.”

Bedont predicted the 2012 and current budget would be balanced, but the city ended both years with deficits.

The Family Investments survey shows that this evolution also includes parents putting the equity in their own homes on the line too, rather than simply handing over the cash.

The report also found that more detailed knowledge of guarantor mortgages was low among the 53 per cent who had heard of them – when asked a series of true or false questions about the characteristics, just under half of respondents were able to correctly identify the right answer every time.

Of the 529 parents who responded, only four noted that they had received support in the form of a guarantor mortgage from their own parents.
